Freya is the ultimate survivor. Her "Jump" command removes her from the battlefield for a turn, making her immune to all damage while she is in the air. In a game where bosses have "instant death" AOE attacks, having a character who literally isn't there to be hit is a massive advantage.
However, the real reason Freya is #2 is "Dragon's Crest." This ability deals damage based on the number of Dragon-type enemies you have killed throughout the game (Dragons Killed squared). It is incredibly easy to farm 100 dragons in the Popos Heights area (above Gizamaluke's Grotto) early in the game. Once you do, Dragon's Crest will deal a guaranteed 9,999 damage for 16 MP for the rest of the game, regardless of Freya's level or weapon.
She can also equip heavy armor, giving her much higher physical defense than the mages. With the "Reis's Wind" ability providing party-wide Regen, Freya is the perfect blend of high-tier defense, utility, and guaranteed maximum damage.
1. Adelbert Steiner (The Absolute Unit)
When it comes to raw, unadulterated destruction, Steiner has no equal. He is the only character who can reliably hit 9,999 damage without any long-term grinding of frogs, dragons, or steals. His skill "Shock" is the best offensive ability in Final Fantasy IX. It deals massive physical damage to a single target, usually hitting the cap as soon as you acquire the Excalibur or Ragnarok swords.
If you have Vivi in the party, Steiner gains access to "Sword Magic," allowing him to hit elemental weaknesses for massive damage in the early and mid-game. In the endgame, his "Climhazzard" hits all enemies, making him a monster in random encounters.
Steiner also has the highest HP and physical defense potential in the game. If you are skilled enough (or playing the remastered versions with speed boosts) to get the "Excalibur II," Steiner becomes a god.
